The Critical Question: Strip or Paint Over?
Not every painting project needs full paint stripping. Understanding when stripping is essential versus when painting over existing paint works saves thousands of dollars and weeks of time. When Paint Stripping is ESSENTIAL
1. Multiple-Layer Paint Failure
The Problem: Paint peeling in thick sheets involving multiple layers indicates intercoat adhesion failure deep in the system. New paint applied over this will peel with the failing layers underneath.
Signs: Paint peeling in chunks (not just surface layer), multiple paint layers visible in peeled sections, previous repaints failing within 1-2 years, paint bubbling not related to moisture.
Why Painting Over Fails: New paint bonds to the top layer, but that layer is already unbonded from layers below. Within 6-12 months, the entire system peels again.
2. Excessive Paint Build-Up
The Problem: After 5-10 paint cycles, paint accumulation obscures architectural details and mouldings, creates thick brittle coating prone to cracking, prevents windows and doors operating smoothly, and looks lumpy and unprofessional.
Signs: Weatherboard shadow lines filled in, window frames built up with thick paint, door edges binding, visible paint drips and runs from previous jobs, loss of fine detail on heritage features.
Long-Term Value: Heritage homes stripped back to reveal original craftsmanship often gain 10-15% in property value.
3. Lead Paint Present and Failing
The Problem: Pre-1980 homes with lead paint cannot be sanded (toxic dust) and shouldn't be endlessly painted over — lead remains a hazard when the coating deteriorates.
Signs: Home built or painted pre-1980, lead test confirms presence, paint peeling or chalking.
Legal/Safety: Painting over failing lead paint doesn't eliminate the hazard — it postpones dealing with it while continuing exposure risk.
4. Incompatible Paint Systems
The Problem: Oil-based paint over water-based (or vice versa) without proper conversion primers creates incompatibility. The system never bonds properly and fails prematurely.
Signs: Paint peeling where different paint types meet, previous paint was oil-based but recent jobs used acrylic, existing paint feels tacky or never fully hardened.
Solution: Strip to substrate, apply appropriate primer, build a compatible system from scratch.
5. Moisture Damage Discovery
The Problem: When paint failure reveals rot or moisture damage, stripping exposes the full extent of issues for proper repair.
Signs: Paint bubbling over rotten sections, soft timber beneath paint, mould visible under peeling paint, water stains on interior adjacent to exterior painting.
Solution: Strip affected area (usually larger than visible damage), repair rot, treat substrate, rebuild the paint system.
When Painting Over Works Fine
1. Sound Paint in Good Condition
Existing paint is intact, well-adhered, just faded or chalking from age and UV exposure. No peeling or bubbling, paint firmly bonded to substrate, minimal cracking (fine surface crazing only). Solution: standard prep (pressure wash, light sand, spot prime) + 2 fresh coats. Outcome: 8-10 years of excellent performance at a fraction of stripping cost.
2. Minor Localised Failure
98% of paint is sound, but small areas have failed — specific weatherboards, window sills. Peeling is limited to specific spots, usually moisture-related (south wall, under spouting), rest of paint still well-adhered. Solution: scrape and strip failed areas only, feather edges, spot prime, paint entire surface. Cost savings: targeted stripping $500-2,000 vs full-house strip $8,000-15,000.
3. Recent Quality Paint (Under 5 Years)
House painted properly within last 3-5 years, still in good condition, just want colour change. Solution: light sand, clean, apply 2 coats new colour. Stripping perfectly good recent paint wastes money.
4. Budget Constraints with Acceptable Substrate
Paint has minor issues but budget doesn't allow full stripping. Painting over provides 3-5 years until budget recovers. Solution: thorough prep, best primers, quality paint — maximise longevity within budget. Accept shorter lifespan than stripped option.
How Professionals Test Paint Adhesion
The cross-hatch test is the industry standard for assessing whether existing paint is suitable to paint over:
- Score a 10x10 grid of small squares (1cm each) into the paint surface using a sharp blade
- Apply masking tape firmly over the scored area
- Pull the tape back sharply at 45 degrees
- Count how many squares of paint lift with the tape
Results: 0 squares lift = excellent adhesion, paint over confidently. 1-5 squares = acceptable, thorough prep sufficient. 5-15 squares = poor adhesion, stripping recommended. 15+ squares = strip essential, system has failed.
This test takes two minutes and costs nothing. Run it in multiple locations — south face, under eaves, near drainage — before making your decision.
Decision Assessment Framework
How many paint layers exist? 1-4 layers → paint over (usually). 5-8 layers → consider stripping. 8+ layers → strip recommended.
Is lead paint present? No lead / lead paint sound → paint over possible. Lead paint failing → strip required.
Are architectural details obscured? Details clear → paint over. Build-up hiding features → strip.
Timeline? Paint over: 3-7 days typical. Strip + paint: 10-20 days typical.

Salt air effect in coastal suburbs: Properties in Island Bay, Seatoun, Lyall Bay, and Owhiro Bay see accelerated paint breakdown from salt-laden air. These homes often need stripping at 10-12 year intervals rather than the 15 years inland properties can achieve.
Heritage villas with multiple repaint histories: Many Wellington villas carry 8-12 layers of paint — some oil-based, some acrylic, applied over decades. Prioritise stripping window frames and architectural details where build-up obscures original craftsmanship, and assess weatherboards section by section.
